Singapore's Employment Pass, administered by the Ministry of Manpower (MOM), runs a two-stage eligibility framework, and a candidate who fails the first stage is not eligible regardless of how well they'd score on the second.

The S Pass is Singapore's work pass for mid-skilled foreign employees — the tier below the Employment Pass — and it is explicitly open to all nationalities.
Singapore's Student's Pass is issued by the Immigration & Checkpoints Authority to a foreigner accepted by an educational institution to pursue full-time studies, and the two words that decide most cases are 'full-time'.

Shortage occupations — Singapore
The COMPASS Shortage Occupation List, applying to new and renewal Employment Pass applications from 1 January 2026. A role on the list earns bonus points under the C5 skills criterion, and experienced tech professionals in the infocomm occupations may qualify for a five-year pass. Seven sectors: agritech, financial services, green economy, healthcare, infocomm technology, maritime and semiconductors.
