The Act for the Recruitment and Employment of Foreign Professionals, last amended on 24 September 2025, creates a privileged tier above the ordinary Employment Service Act work permit.
Permanent residence in Taiwan is granted under Article 25 of the Immigration Act, Article 41 of its Enforcement Rules, Article 15 of the Regulations Governing Visiting, Residency and Permanent Residency of Aliens, and Articles 18, 19 and 21 of the Act for the Recruitment and Employment of Foreign Professionals.
The Taiwan Employment Gold Card, launched in 2018 under the Act for the Recruitment and Employment of Foreign Professional Talent (in force since October 2017), is a combined resident visa, open work permit, Alien Resident Certificate and multiple re-entry permit valid 1 to 3 years.
This is Taiwan's job-search visa: a visitor visa that lets a qualifying professional come to the island and look for professional work before any employer has sponsored them.
