Rwanda's permanent residence permit is created by Ministerial Order n 06/01 of 29/05/2019 relating to immigration and emigration, made under Law n 57/2018 of 13/08/2018 on immigration and emigration, and published in the Official Gazette of 30 May 2019.
The Directorate General of Immigration and Emigration (DGIE) issues only two categories of residence permit in Rwanda - temporary and permanent - and almost everyone who lives in the country lawfully holds the temporary one.
